Supporting higher education development in Myanmar
CEU in collaboration with HESP have played an important role in supporting higher education development in Myanmar. The work to date has included advising universities, national authorities, and local experts regarding a new regulatory framework for the higher education sector. In particular, the focus has been on issues related to adoption and implementation of new regulations supporting university autonomy.
CEU has prepared a handbook for Myanmar authorities currently preparing legislation to enshrine the principle of university autonomy into law. The handbook on university autonomy (available here), the latest in several CEU projects advising Myanmar authorities and institutions of higher education, was presented by Liviu Matei, senior vice president and higher education policy professor at CEU, at a two-day conference organized by UNESCO, Open Society Foundations and the Myanmar Ministry of Education on the 26th and 27th of May, 2014, at the University of Yangon. The handbook was prepared specifically for Myanmar by Liviu Matei and Julia Iwinska, strategic planning director and higher education policy researcher at CEU, following consultations with the government, opposition, and local stakeholders in Yangon in January 2014, and during a visit by Myanmar officials to Budapest in fall 2013. Government officials, politicians, deans and rectors of institutions of higher education, local and international experts attended the event.
